Organisational Setting and Reporting:

This position is within the Disarmament, Demobilization, Repatriation, Reintegration, and Resettlement (DDR/RR) section of the United Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO). The incumbent will be based in Goma and will report to the Chief of Section. She/He will also act as the deputy Chief of Section.

Responsibilities:

Within delegated authority, the Programme Management Officer (DDR) will be responsible for the following duties:

  • Support the Chief of Section in managing the section, including providing guidance to staff and overseeing their work.
  • Perform consulting assignments, collaborating with internal and external DDR/RR-CVR stakeholders, planning and facilitating workshops, and assisting in developing action plans for managing change.
  • Research, analyze, and present information gathered from diverse sources.
  • Coordinate DDR, DDRR, and CVR policy development, including reviewing and analyzing issues and trends, preparing impact evaluations or equivalent studies, etc.
  • Generate survey initiatives, review, analyze and interpret responses, identify problems/issues, and prepare conclusions.
  • Develop, implement, and evaluate DDR/RR-CVR programs/projects; monitor and analyze program/project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and initiate corrective actions; liaise with relevant parties; ensure follow-up actions.
  • Initiate and coordinate outreach activities, conduct training workshops, seminars, etc., and make presentations on assigned topics/activities.
  • Provide guidance to external consultants, government officials, and other parties and draft mission summaries, etc.
  • Organize and prepare DDR/RR-CVR written outputs, e.g., draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provide substantive backstopping to consultative and other meetings, conferences, etc., including proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Coordinate activities related to budget funding (program/project preparation and submissions, progress reports, financial statements, etc.) and prepare related documents/reports (pledging, work program, program budget, etc.).
  • Perform other related duties.

Education:

Advanced university degree (Master’s degree or equivalent) in political or social sciences, law, economics, or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience:

A minimum of seven (7) years of progressively responsible experience in the field of political, civil or humanitarian affairs, post-conflict recovery and/or development, programme management, or a related field is required. At least two (2) years’ experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions, and UN agencies, funds, and programmes) in a conflict or post-conflict setting is required. Experience in managing small teams is required. Specific programmatic experience, including monitoring and evaluation, relating to reintegration of conflict-affected populations, DDR, community violence reduction, and/or stabilization/early recovery is desirable. Project management experience which involves coordination with multiple stakeholders and/or Member States is desirable.

Languages:

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and French is required.

Assessment:

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

  • This position is temporarily available until 30 June 2024. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

United Nations Considerations:
